Even if some terminal patients may want these treatments, all healthcare providers--whether legitimate or quacks--must be required to follow core principles of medical ethics and sanctioned if they attempt to exploit the desperation of terminally ill laymen.

At best the these "treatments" being peddled by cancer-quacks are ineffective, in which case you waste a patient's money that might be put to better use eg. for legitimate palliative care, a clear harm. At worst they are directly harmful.
