I agree with your point on low prior probability. But I think an ethics board could still approve a study on ivermectin for COVID-19, unlike, say, approving a prospective randomized trial that left some kids completely unvaccinated. It's time as a "miracle cure" is over.

I'd say a modest benefit at this point is about as likely as a modest detriment. So, maybe prevents 5% of hospitalizations but might also increase hospitalization risk by 5% as well
