Actually, it’s been around a lot longer than the Trump-era Russian disinformation campaigns. I’ve been dealing with it myself for close to two decades, and observed the noticeable antivax alignment with conservative politics starting to coalesce around ten years ago.

Then the alignment between conservative activists and antivaxxers REALLY took off in 2015, when antivaxxers persuaded conservatives that school vaccine mandates were a horrific affront to freedom and parental rights.
