The way @CMAdocs fights reasonable measures to beef up @MedBoardOfCA has allowed antivax quacks to flourish mostly unmolested, except for the occasional high profile case, such as Dr. Bob Sears.

True, but combine the quack protection law with "mainstream" doctors lobbying groups fighting tooth and nail any attempt to beef up regulation of physicians, and you have a place where quacks thrive, be they alternative medicine quacks or just bad doctors.
