I don't get why people are dunking on this. In Chicagoland, it's well-known that ALL the expressways were built to keep black neighborhoods in specific areas and were built through the same neighborhoods because it was easier to force black people out. There are books about this.

In NY, the choice not to run rail to Jones Beach, and to make the overpasses too low for buses, cutting the "urban" areas off from the affluent suburbs of Long Island by making them unreachable by public transit.
