One of the things you just have to accept, although it can sting a bit, is that people will sometimes assume “victory” when they are blocked. Twitter engenders a narcissism in some people such that they expect engagement even when they demonstrate ignorance.

I can't see why people don't massively prefer muting over blocking. They can still see what you say, and you don't have to worry about what they say.

Because muting lets the offender continue to pollute your timeline and more easily bother others following you. Blocking is better.
