Unfortunately, it's not an unreasonable question since many city codes include Dangerous Dog ordinances. In Wichita, there are two levels of dogs deemed dangerous and the higher level - determined by severity - requires euthanasia.

Wichita is usually pretty conservative when deeming dogs dangerous so that only the most severe attacks result in euthanasia. Being deemed dangerous, though, depends on what stimulated the bite & requires measures such as signage, insurance, and a permanent kennel.

I think Jen Psaki should begin the next press conference by saying "before we get to the important stuff, are there any people here who want to ask tabloid-level fuckwit questions? Let's dispose of the crap first."
