Quacks deny germ theory to sell supplements. Some healthy people deny germ theory to justify their sense of superiority or to excuse their nasty behaviors (see not washing hands). And I am sure some people deny germ theory in a weird attempt to retain a sense of control.

Well, yeah. But most people haven't paid much attention to antivaxxers until this year, or maybe within the last couple of years as measles outbreaks due to low vaccine uptake were in the news more and more.

I think that it isn't something that they would classify as denying germ theory. In their minds they've found 'the alternate answer' but if you ask them straight up most of them will absolutely not deny germ theory when you call it by its title. They just don't think about it.
