It is rather amusing how quacks seem to think that the study of pathogens stopped at the end of the 19th century, given how they love to cite 19th century science as the be-all and end-all of germ theory.

My understanding is that they were developed for demonstrating a causal relationship between a *bacteria* and a disease. They didn't apply to viruses or other causes of disease which hadn't been discovered yet. There are modified versions and other criteria used today instead.

Yes. This is a common tactic among other types of science deniers misappling/misrepresenting an old law, test, or procedure to show how an accepted scientific conclusion "must be wrong" no mater how well established it is, and hope their audience doesn't know any better.
