Is there a standard of mask? As given general surgical masks and the plain cotton ones shouldn't provide any meaningful protection, as the virus is small enough to penetrate during normal respiration. Or is there a knock off effect of the mask, unrelated to it's filtration?

It isn't viral particles floating free in the air that transmit the disease. If it were that, no mask would be effective against any viral disease, and we know this isn't true. The viral particles are in respiratory droplets, which masks can filter.
