Is there a standard of mask? As given general surgical masks and the plain cotton ones shouldn't provide any meaningful protection, as the virus is small enough to penetrate during normal respiration. Or is there a knock off effect of the mask, unrelated to it's filtration?

It isn't viral particles floating free in the air that transmit the disease. If it were that, no mask would be effective against any viral disease, and we know this isn't true. The viral particles are in respiratory droplets, which masks can filter.

What about face shield without a mask for source control? The problem with masks is the high degree of improper wear/fit and many people can not stop touching. Face shields seem difficult to wear wrong and actually deter face touching - but are they effective?

There used to be an old idea "To err on the side of caution." Mask were just common sense, so the arguments against them, because "there was no data" were ridiculous.
