Much of Western Europe has a higher rate in terms of deaths per million. I imagine population density has something to do with it, but that is speculation. Belgium has three times the rate and Spain, Italy and the UK twice.

The UK also has a very similar “hope it goes away” initial response but I don’t know how the other countries with unusually high rates responded.
