The lack of coordination, the lack of clear process, and the ceding of leadership at the most basic level. The federal government is filled with committees, with hard drives filled with plans. Someone would have to actively decide to stand down their capacity to coordinate.

I've been to biodefense conferences where delegates from the DoD/USAMRIID, CDC, and FEMA discuss pandemic response. They have/had shared playbooks. Can you imagine that the current state is in any pre-planned playbook?
