Another search I did found it on Reddit attributed to the protest, but that means nothing. It is, after all, Reddit. It might be accurate, though. The earliest it was seen was April 16, and I don't know the area around the Capitol well enough to completely exclude it.
But if the photo was taken at #OperationGridlock, it's odd that I haven't seen it in any news reports or even on leftwing blogs like Daily Kos, the latter of which would presumably jump on the chance to post such photos.
