FWIW, I believe that unnamed “fellow at a Stanford think tank” is far right historian and frequent Fox News guest Victor Davis Hansen, who has zero expertise in this field.

I realize that Dr. Patel expressed skepticism, but he also said that it was "possible" that

I tried to make it clear on the interview...Ro of ~2-3 would mean herd immunity is found at 50-60%. That's literally impossible to have achieved in Fall 2019.

Right wing propagandists like @IngrahamAngle are sharing your interview to support the idea that herd immunity could be the reason for the lower case count in California. That’s why we have to be very careful and clear when addressing disinformation.
