We do, however, need our authorities to be working to prepare for easing restrictions and for getting things back on track, for example by preparing for mass testing (and mass serological testing) and increasing capacity. These measures can give a respite, but aren’t sustainable.

They just want to avoid admitting that their "god" of the market isn't infallible and omnipotent by taking the necessary gov action to resolve this as other counties have. They'd rather let Americans die even though mass testing would do more good to get the economy going faster.
