If a Democrat beats Trump in November but we can’t flip the Senate, the best that the new President will be able to do is to try to use regulations to reverse some of the damage to the ACA Trump has done and to prevent as much GOP mischief as possible.

Unless the supreme court overturns Chevron deference, which would limit the ability of agencies to interpret rules and would send more cases to the courts to rule on and resolve and holy shit this guy has no idea what is at stake.
