A while back a young woman was missing in my city. The only photo her family had was a selfie done w/Snapchat filters. She looked like Elsa from "Frozen." It was not helpful to the search effort.
Slightly more properly proportioned would take this into the Uncanny Valley.
The large eyes and tiny nose reflect neotenism - commonly used with dolls as well to make them cute.
Yup. People love things that remind them of babies! 
The Frozen characters do look kind of weird because they aren't quite cartoons. Exaggerated features, but more realistic skin on 3d shapes.
