From 2006-2017 there were a grand total of 3.4 BILLION vaccines administered, and a grand total of 4,291 compensation awards. Do the math, and you can see that there are roughly 1.25 compensable claims per MILLION vaccines administered.

Correct. Because VAERS is a passive reporting system (and also because antivaxxers have polluted it with so many spurious reports of “adverse events” we know not to be caused by vaccines), VAERS can only generate hypotheses. It can’t refute or confirm them.
