Between these four systems, we actually do have a very good idea of the incidence of adverse events after vaccination. Serious adverse events are rare, and there is no detectable link between vaccines and autism, other neurodevelopment disorders, SIDS, autoimmune diseases, etc.

That's just in the US. Multiple other countries, including the EU, Canada, etc., also have active surveillance systems looking for adverse events after vaccination.

Science is all about coming to a consensus explanations of natural phenomena. What is a theory (e.g., the theory of evolution, of relativity, etc.) but a scientific consensus describing the best current understanding of a natural phenomena?

Of course, these consensus explanations are always subject to revision based on new evidence, new observations, new experiments. That's science. That our scientific consensuses are subject to revision does NOT mean consensus is not science, however.

Also, some scientific consensuses are stronger than others. Contrary to the colloquial meaning of the word "theory" (guess), in science, the word "theory" connotes the highest level of certainty science can bestow on a consensus.

Scientific consensuses with less certainty than theories, with a less robust body of evidence supporting them, are called something other than a "theory." They are still consensuses, though.
