I mean...I would have thought Samoa would be a great case study of what happens when herd immunity is allowed to diminish. All it takes is active carriers of the disease and it spreads quickly.

From the article: "Ministry of Health chief executive Dr Siale ‘Akauola said it’s assumed the vaccines were either poor quality or were incorrectly stored." My guess is they were incorrectly stored. Refrigeration is often a problem in Third World countries.
