        "They" is used for unspecified number. If you want to use "they" for single person of unspecified gender, pair it with the singular form of the verb, to avoid confusion. "They is..."

        "They" has always been used with "are" even in the undifferentiated singular. "Is that person trying on a hat?" "Yes, they are."
