Correct. I think people forget just how terrifying the Cold War was. We had a fallout shelter in my grade school. I grew up terrified that I would die in a nuclear conflagration, a fear that didn't entirely abate until the fall of the Soviet Union.

That is a different wrinkle. They diminished the danger, ostensibly more for our own good than anything else. It's true that they didn't deny it's existence. I did know people my age whose parents were in favor of a "first strike", failing to grasp that nobody would win.
