1. agree 2. Aren't tattooists licensed - and isn't that a good thing? So, perhaps it's worth being more specific - that acupuncturists should not be licensed as health care providers, but they should be regulated as a potential health hazard (percutaneous exposures).

2. Works for me if they have to have a big sign saying there are no proven health benefits visible right in the eye line of a potential customer and the licence clearly states that the licence only covers the cleanness of the practitioner.
