Besides, the law is just the first step. It took a while after drink driving was banned and seatbelts mandated before it became socially unacceptable to drive drunk or without a seatbelt.

At one point it wasn't.... Now I'm curious if there are statistics from before? It should be common sense not to get wrecked and drive, so the law is clearly a response to something.

It’s an interesting history. DD laws used to be loosely enforced and the drinking age in many states was 18. More rigorous enforcement and raising the drinking age resulted in dramatic reductions in drinking and driving and deaths - another regulatory success.

To force states to raise their drinking ages, the federal government threatened to withold federal highway funds - an interesting tool one could consider to buff state gun laws especially wrt trafficking.
