I can imagine him wanting to grandfather in currently exempted kids as a compromise in reaction to the vehemence of the antivaxxer demonstrators. That's not suspicious. Not sure if it would help, though.

Even if that's his motivation, it won't help him in the least. If he signs any version of the bill, antivaxers will hate him.
