Consumers will always buy the cheapest product. Without environmental law, that's often the polluters. Because CO2 isn't regulated, polluters have a cheaper product. The CO2 cost to the environment is beared by society, not the polluters.

Precisely. It's the same reason corporations polluted the land, air, and water so horribly before environmental protection laws were passed. It's cheaper than cleaning up one's mess. An unregulated free market actually incentivizes pollution and CO2 release.
