I'd think a good way to start harnessing those wonderous market forces would have been to make carbon pollution extremely expensive about 30 years ago. But we've long since passed the point where a carbon tax can fix this.

I must be a minority libertarian in believing one of the government's roles should be managing negative externalities, something markets don't handle well. It's also a property rights issue since pollution & climate change impact everyone.
