Not exactly. It's weird in CA. NDs can only independently rx hormones. So that's only correct with T and HGH (which are hormones that are controlled substances). Everything else has to be done under the supervision of a real physician.

Yes, but I don't consider NDs the equivalent of PAs and NPs, either, both of which professions can do the same.
