I can't speak authoritatively about the legal terminology (although I'd bet Brandon's spewing nonsense there too), but, no, I don't recall ever having heard the term "carrier" used to describe a pregnant woman. Maybe Brandon's remembering a dystopian fiction novel.

I've heard the term gestational carrier in IVF context. It differs from surrogacy: egg is donated by a different woman (often the intended mother or her relative). The woman who acts as gestational carrier isn't genetically connected to the fetus/baby she carries & gives birth to
