Yes, I believe the first time the term was used was in the Boer War. And the camps were run by the British.

I've tried to explain this, but people don't want to listen. Early users of concentration camps included the USA in the 1870s and the British during the Boer war. Yes, the Nazis were horrible, yes, the Death camps were a unique horror. The concentration camps were not a new idea.
