He's right. Chlorine dioxide shouldn't be compared to household bleach. That's because it's an INDUSTRIAL bleach and disinfectant.

Yeah - it's fine at drinking water levels (0.5ppm), but the concentrated product is nasty - much more so than sodium hypochlorite (domestic bleach). (Industrial chemist here - i.e. qualified to have an opinion.) ClO2 is great at killing microbes - just don't drink the damn stuff!

ClO2 is a safe and beneficial molecule when used as intended: at the water treatment plant, where it kills biological contamination.
