    A new bill would require insurers to guarantee access for people with pre-existing conditions and prohibit premiums based on health. But, it would allow insurers to exclude any coverage of the pre-existing conditions.         Any pre-existing condition and, I presume, conditions arising from a pre-existing condition would be excluded from coverage. This isn’t insurance in any meaningful sense.

        This is literally what many people had through employer provided health insurance before the ACA. The insurance would cover you, just not say, your diabetes, for a certain time period, usually 2 years. the insurance plan/carrier would often change before the 2 years was up.
