This approach is misguided in the extreme. Lack of vaccine uptake among the poor is mainly due to lack of access, not refusal due to antivaccine beliefs. While likely true, I've been to the WIC offices in Williamsburg. I think that providing vaccine access there together with some consequences of refusal would make a significant impact on the population where measles is currently spreading.

Dude, WIC is for *seriously* impoverished expectant mothers or mothers with children younger than 5. It’s way harder to get than, say, SNAP. I don’t know what “having been to the WIC office in Williamsburg” has to do with anything.
