Certainly not looking to punish but to incentivize. Perhaps providing vaccine clinics at or near these offices can help. Also, while intended for the poor, qualifying for WIC can be a lot easier than it seems.

I understand that in Victorian England, workers would vaccinate the poor, but they would be really condescending and patronizing about it. As if someone told you, "You live in filth, that's why you're getting shots!" Many Victorian poor avoided vaccination.
