Basically, the vaccine is 90-95% effective. So not every vaccinated person is protected, although the vast majority are. That means that, because the vast majority of the population is vaccinated, there will seem to be more vaccinated children getting the measles than expected.

However, if you look at the numbers add percentages of the relevant population (measles cases in vaccinated/# vaccinated compared to measles cases in unvaccinated/@ unvaccinated) you'll find that the risk of getting measles is ~30-folks higher in the unvaccinated. It's just math.
