If we want to end the opioid epidemic, we must work to address the root causes of abuse. That’s why @SenCoryGardner and I introduced legislation to limit opioid prescriptions for acute pain to 7 days. Because no one needs a month’s supply for a wisdom tooth extraction.

Indeed we do. Michigan implemented a similar bill June 1 last year. Thus far, there's no evidence that it's had an effect on opioid abuse, The law, has, however, made it harder for patients to get pain medicine, and doctors have to jump through extra hoops to help their patients.
