Basically, the NCVIA requires that cases go first through the Vaccine Court, where the rules are very favorable to the complainants and the complainants' legal fees and court costs are covered by the government.

One barrier is that most lawyers likely won’t take a case that couldn’t meet the lower standards of NVICP, assuming that they understand the standards.
