The softer term is "vaccine hesitant," to describe parents who don't vaccinate because of fear instilled in them by misinformation spread by antivaxers. They are potentially reachable to change their minds. Antivaxers are like a cult. It's nearly impossible to change their minds.

I'm a skeptic. When I have insufficient evidence to make up my mind, I wait until I've found the evidence. But there's no excuse for vaccine skepticism. The evidence is overwhelming, and obvious to anyone who had a decent science teacher.

I beg to differ. Calling antivaxers "vaccine skeptics" is as bad or worse than calling climate science denialists "climate skeptics."
