I suggest there is a double-dip, i.e. the "local expert" that have some insight, but not realized he is confusing correlation and causality.
E.g. Command & Control economics, Big Data and Purpose-justifies-the-means evangelists represent "Expert Incompetence"

My general problem is "Big Data" experts and AI model evangelists that represent much bigger threat to society than problems addressed. An example in medico is use of broad antibiotics to prevent/cure disease creating multi-resistance and thus loosing ability to threat disease
