In other words, you specifically want them to say what's in the bill, even though it's emotionally manipulative and misleading. That's not informed consent. Nor does it respect conscience, because misleading people does not.

You're a professor of law that teaches admin. law. You should know how legislation works. If we wanted them to say that, and only that, the bill would specify that. The bill does not specify the manner or wording of such notice, nor does it restrict in any way what can be said.

Sigh. You know that unless the bill has specifics in it, it's up to administrative agencies to interpret what "notify" means. We're saying the bill is justified because medical professionals are giving info that could said to be false, not just misleading.
