Refusing to charge most cases brought by police is a valid reason. You have a better chance of being struck by lightning than face a burglary or assault prosecution from Chesa.

And while it is true that property crime in San Francisco has gone up through the pandemic (and quite significantly) it’s worth asking why that might be - San Francisco has shut down more than most other cities during the pandemic too.
