Gaza, maybe the most intractable problem right now, gets barely a page. If Hamas/Islamic Jihad/etc. are disarmed and the PA takes control, Gaza becomes part of this not-quite-a-state. If not... the plan doesn't say, but presumably the status quo prevails.

Refugees would get three options: move to Palestine; "local integration in current host countries"; or the chance to move to certain unnamed OIC member states, which will accept 50,000 each over ten years. "There shall be no right of return... into the State of Israel."

Having read the salient parts, my immediate takeaway is... I can't believe this took three years? There's no bold new thinking at all. Any right-wing analyst or columnist in Israel could have drafted this report over coffee and bourekas one morning
