First, making a blanket claim that "most" differences are due to culture, when cultures impose different levels of pressure on men and women to conform to gender roles is stupid. If culture is variable, then it's proportional contribution will be variable, not static.
There are all kinds of things people did to suppress male sexuality, including circumcision--popularized in the US as a way to curb masturbation and decrease sexual enjoyment. And you could still buy anti-masturbation (torture) devices for boys in the 1920s.

Far more? We were still putting men in prison for one night stands in the 20th century. Sometimes the woman was called a slut and subjected to public shaming.

Ever hear of something called paternity uncertainty? There's no female corollary. Given that men were held financially accountable for all children born into a marriage, men had an interest in marrying a virgin (or widow) who could be trusted not to have sex with other men.
