Interesting question, ideally both I would assume, but I have several problems with the tech-determinist view of things.

advanced societies are decreasing the investment in population growth in favor of technology and a better standard of living for the invididual, through women having fewer kids and participating in the economy

I think that's the issue though, it's a reflection of what society in the west considers the normative value of betterment in general, and now it seems to be the atomized and the material above all else.
