"Free speech" has always depended on two power asymmetries. (1) Domestic actors can ostensibly "say what they want" but the nature of the media means they'll likely never be heard; (2) Foreign actors have little access to the media. Social media undermined both.

an appropriate analogy here is that one's economic status will grant one a megaphone for the speech without a megaphone, we're all just screaming into a brick wall.
