Monarchy does usually suppress aristocracy in favor of bureaucracy, (cf. Jouvenel & Barzun) but I doubt he thought into it all that much.

The latter is a distinctly (early-)modern phenomenon. Barzun calls the way it replaced the earlier conception "the monarchical revolution."
