That sounds like a personal problem. The law shouldn't be codified around some people being oversensitive, emotional children. Public squares should not be censored to appease the thin-skinned.

What if what someone sais kills someone, it can happen, example: someone screams "fire" in a crowded theater that really has no fire, they just did it to mess with ppl, all people run out and three are trampled dead, are you gonna leave the liar alone or punish them

Violence is against the law. Directly threatening someone with violence is against the law. Directly telling someone to enact violence on others is against the law. Using slurs is fairly nasty but is not and should not be against the law, regardless of the circumstances.
