If the election was January 2, under federal law military absentee ballots would have to be sent out 45 days before that (Sunday, November 18), just 12 days after the November 6 election. /2 #ncpol

Under current state law, the COUNTY election canvass is Friday, November 16, military mail ballots are due Thurs, November 15. While it's possible there wouldn't be many congressional primaries, I don't see how this works /3

There is no room for recounts of a congressional primary, no room for a state canvass, no room for primary contests of results. /4

If there was a January 2, 2109 congressional election, early voting would likely be from just before Christmas until jest before New Years, with New Years Day being the day before the election. I'm assuming we wouldn't have the election January 1. /5

Even if we could figure out how to hold Congressional primaries November 6, 2018 (and I don't think that works either) I don't think having an election after that and before Congress convenes January 3 as suggested by the court works at all. AT ALL. /6

To clarify, under this scenario, November 6 would be a congressional primary, regular elections for everything else would stay November 6.

Oh, and I haven’t included any time to canvass the January 2 election results, wait for absentee and provisional ballots to be counted, recounts, etc

In the list of potential issues for having a November 6 congressional primary, it’s unlikely that many overseas and military voters who are unaffiliated and have already requested absentee ballots would have marked a party primary box to get the primary for party of choice.
