The previous exemption was very narrow and short-term (only in effect until Dec 13) and only applied to Canadians on one airline (Lufthansa) and one point of transit (Frankfurt). New exemption is much broader, covering all airlines and flights, and in effect until Jan 7.

Note: so far I only have confirmation that this rule change applies to SA - and only to Canadian citizens. Ten African countries, including SA, remain on Canada’s travel-ban list (for non-Canadian travellers) despite protests from the WHO, the UN, African leaders, scientists etc.
